The Utah Division of Licensing and Background Checks is seeking a highly motivated Business Analyst Supervisor with strong management and business intelligence skills to oversee operations of the department’s medical cannabis software system that is built on a Salesforce platform. The system is public-facing and is the backbone of the medical cannabis card registration and medical provider registration functions. The system has over 100,000 users including medical cannabis cardholders, pharmacists, and pharmacy agents employed by medical cannabis pharmacies, medical providers, and medical office employees
We wish to find the right person to manage monitoring of Salesforce software system performance, system enhancements, business analysis functions, system contracts, and the establishment of common data rules and standards. You will recommend business process enhancements to better meet customer needs, coordinate with universities on research projects requiring software data, and help DHHS get the best value out of its Salesforce software. As a member of the DHHS Center for Medical Cannabis management team, you will supervise, assign, and evaluate the work of teams and personnel. The Business Analyst Supervisor must have initiative and independent judgment.
The Agency
The Department of Health and Human Services, Division of Licensing and Background Checks (DLBC) protects the vulnerable populations of Utah. DLBC licenses foster care, child care, human services, and health facility programs using rules and requirements that have been created with community support. DLBC is comprised of the Office of Background Processing (OBP), the Office of Licensing (OL) and the Center for Medical Cannabis (CMC). System Development and Integration: Designs, adapts, and enhances specialized automated systems to meet complex agency needs, ensuring they interface effectively with existing platforms.
System Oversight and Maintenance: Monitors system performance and security to proactively identify and resolve issues, provides Tier 3 technical support, and serves as the subject matter expert for supported software.
Project and Change Management: Plans and manages technical projects, anticipates the impact of software changes on stakeholders, and develops comprehensive communication, training, and testing plans to ensure successful implementation.
Stakeholder and Vendor Relations: Partners with internal and external users to recommend system enhancements, represents the office in technical meetings, and participates in the selection and performance evaluation of software vendors.
Personnel Supervision and Leadership: Manages subordinate personnel by overseeing hiring, delegating assignments, providing training, evaluating performance, and initiating corrective or disciplinary actions.
Exceptional Communication and Interpersonal Skills: Demonstrated ability to listen, understand, and convey complex information and ideas clearly and effectively in both written and spoken formats to diverse audiences.
Advanced Problem-Solving and Reasoning: Proven ability to identify complex problems, use logic and reasoning to evaluate alternative solutions, and understand the implications of new information for future decision-making.
Creative and Innovative Thinking: The ability to generate a high volume of novel and clever ideas about a topic and develop creative approaches to solving problems.
Quantitative and Mathematical Aptitude: Proficiency in using mathematics to solve problems, including the ability to select the correct formulas and perform calculations quickly and accurately.
